The former Valencia midfielder passed a medical on Thursday morning before training with the Bluebirds.
Cardiff turned their attentions to the 24-year-old after a loan deal for Liverpool’s Marko Grujic fell through.
The Premier League new boys are are closing in on a loan deal for Bournemouth’s Republic of Ireland midfielder Harry Arter.
Former Charlton trainee Arter, 28, made 23 appearances for Bournemouth last season, having joined the club from Woking in 2010.
Manager Neil Warnock had stated he also wanted to bring in a striker on loan ahead of the weekend’s start of the Premier League season, but is now believed to have prioritised his midfield instead.
